Mitchell Swann, a Managing Director with Resolution Management Consultants, Inc. (RMC), has over 35+ years of experience on both domestic and international projects in the areas of consulting, design engineering, construction, project management, risk management, forensic engineering and claims analysis.  Licensed as a Professional Engineer in multiple states, Mr. Swann’s experience includes  the engineering and design of mechanical and control systems on projects involving commercial, industrial and institutional construction and building types including central utility plants, laboratories, and research facilities, microelectronic facilities, pharmaceutical facilities, broadcasting, computer centers, correctional facilities and shipboard systems.

As a LEED Accredited Professional and Fellow of the Chartered Institution of Building Services Engineers, Mr. Swann is a recognized expert that possesses advanced knowledge in green building construction and accountability for decisions on the design, management and financial implications of engineering projects.

A solutions-oriented professional, Mr. Swann is experienced in project, department and organizational management.  He has provided design and engineering consultant services on over fifty (50) projects totaling approximately 10 million square feet and on construction projects cumulatively exceeding $2.5 billion in the USA and internationally.

Mr. Swann has provided expert witness testimony on a number of cases including at arbitration and trial, and is experienced in settlement discussions and mediation.  Testimony topics have included issues concerning deficient and defective design and engineering, standard of care, interpretation of building codes, and disruption, delay and inefficiencies experienced in the performance of work.

Mr. Swann has served as Chair on several ASHRAE Technical Committees and co-authored design guidelines for ASHRAE and ISPE, including the ASHRAE Green Design Guide and the ASHRAE Survival Guide for Design-Build Projects.  He has also served as Vice-Chair of the ABA’s Committee on ADR in Construction and as Chair on the Board of Directors for The Enterprise Center Community Development Corporation.  He is a 2018 graduate of the Goldman-Sachs 10,000 Small Businesses Program and as a recognized thought leader in engineering and design, project execution strategies, sustainable building processes and life-cycle project management, he is a frequent speaker at Technical & Professional programs for organizations such as ASHRAE (a Distinguished Lecturer since 2005), the ABA, the AIA, the PA Society of Professional Engineers and others.  He has also conducted multiple “one day”’ training seminars on Integrated Design Process and Integrated Project Delivery for ASHRAE’s Learning Institute and NAVFAC.
