Jo Lynn Smith, a Senior Consultant with RESOLUTION MANAGEMENT, has a B.S. in Construction Engineering Management from Oregon State University. Ms. Smith has over 25 years experience in heavy civil design and construction management with emphasis in light rail, highway, tunnel, and dam construction projects. She has been responsible for providing schedule, cost and document control, implementing scheduling software and program-wide earned value monthly cost control and document reporting systems. Ms. Smith also managed contract administration, change order negotiations and cost and schedule controls for numerous subcontractor teams providing oversight and administration of construction management processes to ensure contractor compliance, timeliness of performance and accuracy of schedule, costs, quantities, change orders and payments.
